My dog has a broken elbow and needs surgery :( is there any way of getting help? i cant afford it.?

I have a half pug half jack russell, so he is considered a jug and makes 1 year this month. 2 days ago while jumping up and down, excited that my father came home he fell on his side, onto his elbow, and broke it. we noticed he was limping for the whole day. we took him to the vet and spent $600 on getting him checked, x-rays, and meds for pain. They told us that he will need surgery and it will cost $3500!!!!! it is way too much and we don't have that kind of money to spend right now. is there anything we could possibly do?!??! this is a hugh shock to my family right now, and the vet is pushing us to get him fixed right away. but where are we going to get the money from :( ?!?! is there any way of getting help that we don't know about ?!?
