Is it possible for doc to leave extra fluid in baby's mouth when born??

my baby will be 2 months on the 12 of this month but my question is ever since he was born i have been hearing grunting sounds as if he has a cold and very congested and when i use the bulb nothing really comes out it sounds as if he had it in his chest..... is it possible that when he was born they didnt suction everything out he was born by c-section and i have heard that baby's are born with alot of fluid when by c-section, i'm really worried experienced mothers please thanks so much!!!!
