Is the only way to prevent Catholic clergy abusing children to change the fundamental nature of Catholicism?

Catholics have a problem, a major problem. It is not something that can be solved with a letter from the pope apologizing, vaguely admitting responsibility and trying to sweep the whole issue under a priceless Persian carpet in the Vatican. Something major needs to change in order for people to once again trust the church, right?
