Can you use an electrical multimeter to test signal quality of RG6 and RG59 Coaxial Cable?

If not, what kind of test equipment can be used? I need to determine if I am losing signal somewhere in my house or if the incoming signal from the cable company is weak. If I call the cable company to come out and check it they will charge me probably more that what a tester will cost.
