If you were born with black hair, do you still have to bleach it if you use palty hair dye?

I'm Asian and I have black hair normally, I've tried to dye it once without bleach only to have it turn out black with a brown tint, but it's invisible now. Will I still need to bleach it if I use the Palty hair dye for ganache tart?
